EarlyON
EarlyON Child and Family Centres in the District of Thunder Bay provide parents and caregivers with a warm, welcoming and inclusive environment for children in the early years. It is our goal to provide families with access to high quality services and support them in their role as their children’s first teachers, enhance their well-being, and enrich their knowledge about early learning and development. Programs in EarlyON are designed with local community needs in mind, they are free and engage parents and caregivers with their children.
EarlyON Centres are dedicated to supporting the relationships between families and their children by giving them a place where they can come together and engage in positive, meaningful experiences. Drop-in programs are available in over 900 locations across the province.
The Ministry of Education has identified mandatory core services that must be available to children and families across the province of Ontario. The TBDSSAB oversees the local delivery of these core services related to:
- Supporting early learning and development, Engaging parents and caregivers, and Making connections for families.
CWELCC
On March 28, 2022, Ontario reached a $13.2 billion agreement with the federal government on funding for the Canada Wide Early Learning and Child Care (CWELCC) program. The new program will help to lower child care costs and assist in improving access, and quality across Ontario’s child care and early years sector. The system will help to give families access to more affordable care with lower fee for parents of children under the age of 6 years, support the child care workforce, assist in directed growth and support inclusive child care.
Since the CWELCC announcement there has been a significant increase in the volume of applications to licensed child care programs. Families may experience delays in child
care providers response times as they manage processing a large volume of applications. Many licensed child care programs are currently at capacity and some have lengthy waiting lists.
Families can apply for Child Care Fee Subsidy even if child care fees are already lower through CWELCC.

Fee Subsidy
Financial Assistance in the form of Child Care Fee Subsidy is provided to eligible families, enabling them to access a range of child care/recreation/skill building programs and supports for children 0-12 years of age.
Eligibility for Child Care Fee Subsidy is based on a family's income, therefore filing annual Income tax is a requirement.
To be eligible for Child Care Fee Subsidy you must have a Need for Care and be eligible based on your family income.
Need for Care includes:
- working (full time, part time, self-employed)
- attending school or a training programme
- you have a medical or family need that can be helped by your child attending child care
- you have a child with a disability or special need and child care is recommended by the agencies working with your child

Finding Quality Programs
Licensed child care programmes must meet and maintain provincial standards set out in the Child Care and Early Years Act.
These standards provide for the health, safety and developmental needs of children. Child care programmes include licensed child care centres, licensed home child care, and licensed before and after school programmes.
To add your name to the Registry, you must first Sign Up or Log In to the system. Then, follow the steps to apply for the child care programs that best meet the needs of your child and family.
Please note, the Registry is managed by each child care provider following their own admission and wait list policies. Once a space is available, a child care provider will contact you directly to advise you of the next steps. You can contact the child care providers directly to check your child’s status/placement on their list.
** Special Note on Age Groups**
When you select a child care centre, you will only see the age group that your child is eligible for based on your preferred start date. If your child changes age groups (e.g. moves from infant age to toddler age) before they receive a child care space, the system will automatically move them up to the correct group and will maintain their priority on the list.
However, when your child will be starting school and will need before school, after school, and/or PD day care, you will need to add your child’s name to those lists directly. To do so, you will need to add an application with a preferred start date for when your child will be starting school.

Inclusion Support Services
TBDSSAB provides funding to Children’s Centre Thunder Bay, a local multi-service organization that offers a range of children’s mental health, child development and parenting services. Through the Child Care Support Services (CCSS) program, the organization helps ensure that families and children with inclusion needs have access to the supports and resources they require. Parents consent to engage in a process that will provide support plans that are collaborated with families to support the family, alongside the children and professionals to ensure children are thriving regardless of need.
There is no cost to families to receive enhanced supports for their child or children.
